The key Temporary Local Rules are:
Preferred Lies
If 'Winter Rules' or 'Preferred Lies' are in play then you can mark, lift, clean and place your ball (within 6 inches) on the fairway only, without penalty.
Embedded / Plugged Ball in Rough
If your ball is plugged on the fairway (>50% of the ball covered) then under the rules of golf you are entitled to mark, lift, clean and place the ball without any penalty.
In order to get relief from a plugged ball in the rough, then a local rule must be in place indicating that embedded balls may be dropped in the rough (within one club-length).
